The bigger the organization, the more likely it is that leaders won't have in-depth knowledge of all the problems that their teams are facing. This is why, at this stage, you're looking for the likely problem owner— the person responsible for solving the problem, or for managing the underlying Job. They may be Job performers themselves, or they may only be managing the performance of the Job. If the problem owner isn't the ultimate Job performer, remember that eventually you'll want to speak to both types of stakeholders to round out your perspective, and to understand how to build the solution.
