A note from Daniel

That is one very useful insight about specialization: it's not always possible to know, at the outset of something new, how specializations will break out. Often how the lines are drawn has a lot to do with the past experiences of those working on the new problem set in the early years. Allowing for a more evolutionary-type process can take development to places impossible to imagine at the outset.
